What the assessment and quote should cover

A switchboard upgrade is not a cosmetic parts swap. The electrician should consider:

  • The main switch, number and type of circuits, and existing protective devices.
  • Single-phase or three-phase supply and the current RCD arrangement.
  • Enclosure and mounting space, circuit wiring, earthing and bonding.
  • Solar, battery, generator or controlled-load equipment.
  • Current and proposed electrical loads.
  • Access, shutdown, metering and network coordination.

Ceramic fuses indicate older equipment, but do not by themselves prove that the whole installation is illegal or must be replaced. The condition, protection and work being altered determine the scope. If a semi-enclosed rewireable fuse fails, WA guidance does not allow it to be replaced with another equivalent fuse; that repair requires a circuit breaker.

Work that may form part of the upgrade

Depending on the property, the quoted work may include:

  • Removing obsolete fuse carriers, protective devices or an unsuitable enclosure.
  • Installing circuit breakers, RCDs or combined RCBOs and protection for new or altered circuits.
  • Improving circuit separation and fitting a suitable main switch circuit breaker.
  • Replacing or reorganising links and internal components.
  • Inspecting, testing, labelling and issuing electrical safety documentation.
  • Explaining which devices perform which function, how to test RCDs and what to do after a trip.

Optional surge protection may be discussed where suitable. It serves a different purpose from an RCD and is not a substitute for electric-shock protection.

Work that may require a separate scope

A standard switchboard quote may exclude:

  • Rewiring, downstream circuit repairs or fault finding.
  • Meter-box, meter-panel, metering, consumer-mains or site-main-switchboard work.
  • Western Power supply-capacity changes.
  • Solar or battery alterations.
  • New appliance circuits not included in the original quote.
  • Asbestos assessment, management or removal.
  • Wall, render, cabinetry, painting or other making-good work.

A limited RCD or partial upgrade may fall below the budgeting range above. Three-phase work, meter-box reconstruction, damaged wiring, asbestos, extra circuits, supply alterations or extensive fault repair may exceed it.

Bedrooms and property age are not enough to price the job. The main cost drivers are:

  • Circuit count and the number and arrangement of breakers, RCDs or RCBOs.
  • Single-phase or three-phase equipment.
  • Meter-box condition, available space and existing wiring.
  • New loads, required circuits and maximum-demand assessment.
  • Apartments, strata, locked meter rooms, restricted access or difficult working conditions.

Compare the scope, not just the total

Before comparing quotes, check that each one identifies:

  • The enclosure, equipment and protective devices included.
  • The number of circuits covered.
  • Fault finding, circuit repair, asbestos, metering or network work included or excluded.
  • Surge protection, testing, labelling and electrical safety documentation.
  • Assumptions about access, shutdowns, concealed defects and making good.

A lower quote may simply cover less work.

Plan the circuit and supply together

Adding air conditioning, an EV charger or another major load?

A spare position in the switchboard is not the same as spare electrical capacity. Before adding a ducted or large split-system air conditioner, EV charger, induction cooktop, electric hot-water system or workshop equipment, the electrician should assess:

  • The equipment requirements and proposed circuit.
  • Existing circuits, protection, main switch and incoming supply.
  • Maximum demand and whether the load can be managed or staged.
  • Whether single-phase supply remains suitable.
  • Whether Western Power involvement is required.

A new switchboard does not automatically increase the electricity available from the network. If proposed demand exceeds the available connection service, a separate supply-upgrade application may be required.

From assessment to handover

  1. You receive a defined scope.

    You do not need to identify the fuse type, calculate the load or choose the protective equipment yourself. The quote sets out the work, assumptions, exclusions, shutdown and treatment of concealed defects.

  2. We coordinate the installation.

    Large or three-phase boards, fault repairs, asbestos, meter-box work, access constraints or network involvement may extend the one-day guide above.

  3. We install, test and hand over.

    The property is isolated as required, quoted equipment is installed, and the work is tested, labelled and explained.

At handover, you should know which devices are breakers, RCDs or RCBOs, how to identify a trip, how to use the RCD test button, and any limitations or future capacity issues. WA Government guidance recommends testing RCDs according to the manufacturer’s instructions or every three months, whichever is more frequent. Contact a licensed electrical contractor if an RCD does not switch off when tested or will not remain on after resetting.

What can change the required work

WA requirements that may affect the scope

  • Licensing

    An electrical contractor licence uses an EC prefix. Neighbourhood Electrical & Air publishes licence EC14280.

  • Different protective functions

    A breaker or fuse protects wiring from overloads and short circuits. An RCD (commonly called a safety switch) responds to current leakage that could cause electric shock. An RCBO combines both functions.

  • Sale

    Before a WA home changes title, RCDs must protect all circuits supplying power points and lights, with at least two RCDs required.

  • Rental and short-stay accommodation

    These properties must also have RCDs installed in accordance with the Electricity Regulations.

  • New or altered circuits

    Requirements can be broader than the minimum provisions for an existing sale or rental property, so the actual installation and proposed work determine the scope.

  • Electrical Safety Certificate

    For electrical installing work other than specified exemptions such as maintenance or like-for-like equipment replacement, the contractor must provide the customer with a certificate within 28 days. It confirms that the installing work was completed, checked and tested against the applicable safety requirements.
